Herbert Smith Freehills Partner Andrew Cannon has been appointed to the Attorney General’s Public International Law (PIL) "A" Panel of Counsel, making him a preferred legal adviser for the Government.

Marking the first year that solicitors have been appointed to this prestigious Panel, Andrew will join six other solicitors and barristers to sit on the A Panel. The PIL Panel consists of 25 advisers and is tiered with levels A, B and C. Panel A comprises the most experienced advisers, who have more than 10-years' experience, and who will be selected to appear in the "most complex of PIL matters".

Government departments can select a lawyer from the PIL Panel to advise them, or to represent them in a dispute, when faced with a particular public international law issue.  Traditionally, only barristers have been invited to join the panels.  However, this year, the panels were opened to applications from solicitors.

The PIL Panel is one of a number of panels appointed by the Attorney General, Jeremy Wright, the others being a general civil law panel (tiers A-C), and a regional panel.

Andrew, who has been appointed to the Panel for five years, is currently based in Herbert Smith Freehills' Paris office and has extensive experience advising states, state-owned entities and major companies on all aspects of public international law, including EU law and Brexit-related issues. He has acted in arbitrations across multiple jurisdictions and under a range of governing laws. He has also acted in high profile litigation before a range of international and domestic judicial bodies, including the European Court of Justice and General Court, the UK Supreme Court, House of Lords and Court of Appeal. 

Andrew previously worked as a legal adviser to the UK Foreign and Commonwealth Office, and represented the UK at the UN in New York and the EU in Brussels. He has extensive experience of negotiating and advising on bilateral and multilateral treaties and other international instruments.
