Tom is an experienced competition, consumer and regulatory lawyer, advising clients on merger clearances, consumer law and regulatory investigations and third-party access disputes.  

Tom advises on a broad range of competition, consumer and regulatory matters across a variety of sectors, including energy, infrastructure, financial institutions, consumer products, technology and telecommunications.

He advises on all aspects of competition law, including merger clearances, authorisations and notifications, ACCC and regulatory investigations and enforcement. Tom also has a variety of experience acting for clients in relation to energy regulatory matters and investigations and third-party access disputes.


Tom holds a Juris Doctor (Master of Laws) from Monash University and a Bachelor of Arts (with majors in History and Political Science) from the University of Melbourne.

Tom is currently studying a Master of Laws (Global Competition and Consumer Law) at the University of Melbourne. 

Tom is admitted to practise in the Supreme Court of Victoria and the High Court of Australia.

  • Hydro Tasmania on its access to gas transport services via the Tasmanian Gas Pipeline including the arbitration process under the National Gas Rules for the determination of the terms and conditions of access to the pipeline
  • AGL Energy Limited (as secondee) in relation to product safety matters and investigations*
  • EnergyAustralia in relation to a number of matters arising under the National Electricity Law/Rules and National Gas Law/Rules, responding to ACCC investigations, and responding to notices issued under section 155 and section 95ZK of the Competition and Consumer Act*
  • EnergyAustralia on its access dispute with Gas Pipelines Victoria, including advising during the compulsory arbitration process under the National Gas Rules.*
