Olga is the Head of Infrastructure and PPP practice in Russia.



Olga is the head of Infrastructure and PPP practice in Russia, focusing on Central and Eastern Europe, Russia and CIS infrastructure mandates. Spending her time between our Moscow and Paris offices, Olga works with a broad range of clients on single and multi-jurisdictional infrastructure investments in transport (airports, toll roads, rail roads, ports, parking), utilities (water services, heating systems, waste disposal) and energy sectors. She is a champion for promoting best international practices for infrastructure investment in Russia and across the Central and Eastern Europe and the CIS.

Olga is leading transactions on infrastructure development, specialising on PPP and concession projects. She advises public clients (state authorities, state-owned companies), Russian and international sponsors and lenders, as well as subcontractors and operators on all aspects of infrastructure projects.

Olga's experience includes advising:

  • Government of the Russian Federation on Platon Electronic Toll Collection (ETC) system concession project, introduced to facilitate and process the collection of toll charges offsetting the damage caused to Russian Federal Highways by vehicles exceeding 12 tons of gross vehicle weight, and concession on implementation of automatic number plate recognition (ANPR) systems to identify the vehicles and weigh-in-motion (WIM) systems
  • the winner of a concession tender (DSK Avtoban) on a PPP projects for the construction of the Central Ring Road in Moscow Region (sections 3 and 4). European Energy and Infrastructure Deal of the Year 2017, The Lawyer
  • the Russian Highways State Company (Avtodor) on M11 Moscow - St. Petersburg toll motorway (sections 7 and 8: 543km – 684km)
  • the Government of St Petersburg on the construction and operation of the Western High Speed Diameter (WHSD) toll road (PPP deal of the Year 2013, World Finance; Road deal of the Year 2012, Project Finance International; European Real Toll Road Deal of the Year,  Project Finance 2012; European PPP Transaction of the Year, Infrastructure Investor 2012)
  • a bidding consortium comprising of Incheon International Airport Corporation (South Korea), IC Ictas Altypi Yitirimlari VE Isletme A.S. (Turkey), VTB Capital Infrastructure Holdings Limited (Cyprus) on the project for the construction, maintenance and operation of the Belgrade Nikola Tesla International airport in Serbia
  • Government of St Petersburg on the reconstruction and expansion of the Pulkovo airport, the third busiest airport in Russia (Winner of the 2011 Transport Deal of the Year award, Infrastructure Journal), private investors and regional governments for regional airports in Russia
  • under a number of infrastructure projects in the CIS market, including the "Big Almaty Ring Road" (BAKAD) and Ekibastuz GRES in Kazakhstan, Chisinau International Airport in Moldova, the first toll road PPP project in the Republic of Kyrgyzstan

Olga was one of the few lawyers involved in the very first attempts to implement PPP projects in Russia in the early 2000s. Olga actively participates in the elaboration of PPP legislation in the Council of Experts of the Russian State Duma and Council of Experts of the Ministry of Economic Development of the Russian Federation.

Olga graduated from the Moscow State University law school. She joined the firm as partner in 2010 after more than a decade of working at the Moscow and Paris offices of an international law firm. Olga is a member of the Paris Bar and the Moscow Bar.
