José Ramón heads the Energy Regulatory practice in the Madrid office 

José Ramón is a State Attorney (currently on extended leave) and former State Attorney General at the Secretariat of State for Energy (a role that he held for 8 years) and, subsequently, at the Ministry of Energy, Tourism and Digital Agenda.

José Ramón has extensive experience in public law, especially in the energy sector and,  as the legal advisor in chief of the Secretary of State for Energy between 2010 and 2018, with an in-depth knowledge of Spanish regulations. He has also held positions as State Attorney at the State Attorney's office in Ávila and Barcelona (acting in civil, criminal, contentious-administrative and employment disputes); as State Attorney Secretary to the Tribunal Económico-Administrativo Regional de Cataluña; and as coordinator of public legal advice to the following public entities: Instituto Español de Comercio Exterior (ICEX), Instituto para la Diversificación y Ahorro de la Energía (IDAE) and Gerencia del Sector Naval.  José Ramón has also acted as rapporteur at the Tribunal Administrativo Central de Recursos Contractuales (Central Administrative Court that reviews public procurement tenders) from 2011 until 2018.

Associate professor of corporate law at Universidad Católica de Ávila, tutoring students at Universidad de Barcelona, Universidad Autónoma de Barcelona, Universidad San Pablo CEU and Universidad Pontificia ICADE. Written and co-authored books on public law, especially concerning the energy sector.
