Experience

Adrian is a commercial lawyer specialising in public–private partnerships (PPPs), infrastructure and regulated utilities. 

He helps clients with privatisations, complex public procurements, PPPs, and major government or regulatory policy programmes.

Working with government, regulator and private sector clients, Adrian uses his broad experience to help public and private organisations work together successfully and achieve their policy or commercial objectives.

He has particular expertise in the transport, energy and defence sectors, but works across the full spectrum of public and private commercial relationships.

Adrian has 30 years’ experience working with government clients and regulators, and the private sector businesses that deal with them – including a two-year secondment to the UK government as a senior official.

Adrian’s expertise also includes sector restructurings, infrastructure projects, projects to implement complex government or regulatory policy, and other complex public sector procurements. He is known for his ability to design bespoke contractual and regulatory structures for first-of-a-kind projects.

Legal 500 United Kingdom ranks Adrian as a leading individual for both infrastructure and rail, describing him as ‘brilliant’, while Chambers UK describes him as ‘a key individual in the rail market’.

Adrian is co-author of the UK chapter of The Public-Private Partnership Law Review.

Adrian's experience includes advising:

  • Office of Gas and Electricity Markets on the design of the regulatory and contractual structure for the selection of offshore transmission owners which own and operate the transmission links to offshore wind farms
  • Defence Evaluation Research Agency and QinetiQ on the Defence Evaluation and Research Agency's PPP privatisation as QinetiQ, consisting of the vesting of its activities in a private company, the introduction of a private sector strategic partner, the long term partnering arrangement with the Ministry of Defence and the subsequent £1.3 billion IPO
  • Department for Trade and Industry on the introduction of private sector partners into the clean-up of Britain's publicly owned civil nuclear sites and the creation of the Nuclear Decommissioning Authority
  • Transport for London on the procurement of a signalling and train control system as part of the New Tube for London programme
  • EDF on the sale of its regulated and non-regulated electricity network distribution assets in the UK to a consortium including Cheung Kong Infrastructure Holdings Limited and Hong Kong Electric Holdings Limited for £5.8 billion
  • Stagecoach and Virgin Rail on numerous passenger rail franchise bids and the ‘deep alliance’ joint venture between South West Trains and Network Rail;
  • the UK Cabinet Office on its pathfinder mutual joint venture project, MyCSP;
  • the UK Ministry of Defence on the Materiel Strategy, a project to transform defence procurement capability;
  • HS2 on the procurement of rolling stock for the UK’s new high-speed railway; and
  • Highways England on the National Roads Telecommunications Services project.

 

Background

Adrian has a Master of Arts (Oxon) in Jurisprudence. He was an assistant director of the Office of Passenger Rail Franchising (on secondment) from 1993-1995.
