Herbert Smith Freehills has advised LUKOIL on three licence packs and a FEED contract for Perm refinery upgrades

Global downstream team of Herbert Smith Freehills advised LUKOIL, a major Russian private oil producer, on technology licence and basic engineering agreements and a FEED contract, in each case English law governed, in connection with construction of a catalytic cracking complex at LUKOIL's Perm refinery in Russia. The work also involved negotiations with three international technology licence providers and a FEED contractor. The project is implemented under an agreement with the Ministry of Energy of the Russian Federation for providing an investment incentive as part of the negative excise tax on refinery feedstock until 2031.

The Herbert Smith Freehills team was led by Hong Kong Partner Danila Logofet, Dubai Partner Christopher Cross and Moscow Of Counsel Oxana Koerner and was supported by Moscow Associate Nikolay Nesterov and Melbourne Associate David Douglas.
