Global downstream team of Herbert Smith Freehills advised LUKOIL, a major Russian private oil producer, on technology licence and basic engineering agreements and a FEED contract, in each case English law governed, in connection with construction of a catalytic cracking complex at LUKOIL's Perm refinery in Russia. The work also involved negotiations with three international technology licence providers and a FEED contractor. The project is implemented under an agreement with the Ministry of Energy of the Russian Federation for providing an investment incentive as part of the negative excise tax on refinery feedstock until 2031.
