Morris is an experienced competition, regulatory and international trade lawyer, with over 10 years of practice. 

Morris advises on all aspects of EU and UK competition law with particular emphasis on behavioural issues and State aid / subsidy control, both in terms of advisory and contentious matters, including investigations and in litigation before the EU and UK courts.  Morris has also been spearheading the firm's work in relation to the new EU Foreign Subsidies Regulation and has been extensively involved in providing advice and assisting clients in preparing for the application of this new regime.

In the EU regulatory sphere, Morris has significant expertise across a variety of sectors, including in particular, consumer goods, digital and emerging technologies, energy, environment and transport and logistics. He has particular experience in advising clients in relation to their engagement with EU legislators and regulators as regards the development of new rules and on the applicability and application of new regulations to clients' operations. He has also been involved in major litigation before the EU Courts in relation to regulatory instruments and decisions.

Finally, in the area of international trade, Morris has extensive experience advising both companies and sovereign governments across the full range of international trade matters, including in relation to anti-dumping, anti-subsidy and safeguard investigations, WTO, customs, international sanctions law and in State-to-State dispute settlement. 

Morris is recognised as a 'Rising Star' for 'Trade, WTO, Anti-dumping and Customs' by Legal 500 UK (2023) and by Legal 500 EMEA – Belgium, as well as for 'International Trade' by IFLR (2022).

Background

Morris has undergraduate and masters' degrees in law from the Universities of Cambridge and Oxford. He holds a PhD in EU competition law and international trade law from the London School of Economics and Political Science, focusing on EU State aid and international subsidy control.

Morris is dual-qualified as a solicitor-advocate in England and Wales and as an advocaat in Belgium.

Morris is co-editor of the State Aid Division of the Butterworths Competition Law Service, a leading practitioners' publication and a contributing author to the practitioners’ text “EU State Aids" (edited by Hancher, Ottervanger and Slot).
