Jeremy is a senior commercial lawyer who specialises in tech transactions and complex sourcing projects.

Ranked in Legal 500 each year since 2021 as a Rising Star for both IT & Telecoms and TMT Industry Focus, Jeremy works closely with clients on long-term technology-enabled transformation programmes.  He is experienced in dealing with complex legacy systems transitions, finding practical ways through distressed sourcing projects, and helping organisations to implement digital solutions that enable them to benefit from advances in technology.

  • UK Ministry of Defence ("MoD") in relation to a series of technology procurements that enable the transformation of MoD's core IT systems and the development of a new supplier ecosystem and operating model.  These include procurements for end user computing, operational service management, service integration, test environment services, electronic records management, managed print, and legacy hardware and software support solutions. Jeremy is also supporting MoD on the legacy systems transition from its existing "all in one" IT infrastructure as part of the wider disaggregation and procurement process
  • Transport for London on all aspects of its competitive re-procurement of its integrated revenue collection system contract. The revenue collection system manages the end-to-end fares collection, payments and data processing of all journeys on the TfL network (over £5 billion revenue each year across all modes) and the IT, communications and physical infrastructure required to deliver safe, efficient and reliable passenger service operations
  • High Speed 2 on train control software, licensing, escrow and data rights arrangements as part of its procurement of next-generation high-speed rolling stock for the UK's flagship transport infrastructure project
  • Huozhi, a fintech scale-up that provides secure payments tracking solutions in unbanked crisis zones, on its platform services arrangements, licensing and contracts with donors and charities working in the humanitarian sector.  Jeremy advises Huozhi on a pro bono basis
  • Transport for London on the competitive re-procurement of its 'intelligent bus' automatic vehicle location solution
  • Boeing Defence UK Limited on a strategic £110 million "blue-light" outsourcing and business transformation project with the Police and Crime Commissioner for Staffordshire ("PCC") to execute a force-wide transformation programme to support the PCC's objective to be the most technologically advanced police service in the country.  HSF received a "standout" ranking at the FT Innovative Lawyer Awards for "Innovation in Strategic Collaborations for Clients" for its work on this project
  • Stagecoach on the technology and data aspects of its sale of the marketing, retail and customer service activities of two of its inter-city coach businesses to international transport group ComfortDelGro
  • Kiin/Virtual Bodyworks, a D&I and clinical research tech startup working in the metaverse, on its technology commercialisation plans, including pilot agreements, R&D collaborations and longer-term service agreements that will enable customers, research institutes and NGOs to benefit from cutting-edge diversity, inclusion and therapy solutions delivered via VR embodiments. Jeremy advises Virtual Bodyworks on a pro bono basis
  • An international scientific and technical organisation on its sourcing strategy for procuring new IT infrastructure and models for contracting with major cloud computing suppliers to utilise additional cloud capacity
